My 05 FEH brake peddle moves about 1/2" and then stiff, with the engine off. But I don't have a brake booster or vacuum pump.

Next step, try a different b-idirectional scanner. Some posters on forscan believe there is a flaw within the software when running the calibration on hybrids. But most were not using a pressure bleeder.
