I would suggest getting familiar with your local salvage yards, and online used retailers like craigslist/eBay/Facebook swap sale pages.
Just meet people at safe locations like police stations to exchange cash for goods.
I would suggest 1- 800 used rim, sometimes they have a complete set at a great discount. There was a place in St. Louis called Pray-Joe that had great deals on rims and used tires.(that might've been his phone number too-314 area code) not too awesome if you're in KC, but I'm sure there's someplace local there like him
