You could. To some, it's just easier to replace them. Fixing them is cheaper, but there's no guarantee that it will work unless you know exactly where it's leaking.

Try it - you don't have anything to lose except some time. I haven't had any luck sealing once they already got moisture in them. Maybe you'll be lucky.
Either way, you'll have to take off the bumper cover and remove the current headlights so it's all in how much spare time ya got.
