I have 2011 Escape, the horn is not working, when I hit the horn I hear clicking on the passenger side in front of the center consol. There is an access panel there, fuses and 2 relays. The fuse for the horn is there, 20 amp, and appears fine. Fuses don't click anyway. With the two relays removed, the clicking continues, and the horn does not work. Is there another relay I am not seeing?

Whatever relays you pulled were not for the horn as it is soldered into the main board of the Smart Junction Box (SJB).

Check fuse F24 specifically and verify that it is not blown and is actually passing power. After that, it would be necessary to check/test the actual horn to see if it is receiving power when the horn relay actuates. If power is being received at the horn, then the horn is faulty. If not power is being received there, there is either a faulty relay or wiring problem.

You will be needing a new clockspring in the steering column most likely.
