Welcome aboard, and thanks! I also tried to find an '08 FEH last year, but I had no luck, either.
To your questions, (not that I'm an expert on any of this):
1) The Ford Fleet site often has pre-release brochures and information, although I didn't see any there yet today. It does look like Ford is releasing the '09 models early, like they did with the '05 models early in '04.
2) Did Ford refuse X-Plan pricing on hybrids? If not, I don't see why they wouldn't allow you to use it. I leased my '05 with an X-Plan through a local Ford employee.
3) I'd get the order in as soon as possible. I would hope that Ford dealers would have internal sales brochures or sell sheets that would give you the info you needed.
I'll keep an eye open for any info I can find on the '09 Hybrids.
