I have a 2005 Escape XLT and I was wondering if when the passenger seat is empty should the air bag light be on or off?

A quick answer is the light should be OFF.
The light is only on when a approximate weight of 5-105lbs is on the seat pad telling you the airbag is turned off for the passenger seat only in the event of a front crash.
