Would using RTV sealant along the panel seam on the tailgate prevent water from going in and rusting?

Would using RTV sealant along the panel seam on the tailgate prevent water from going in and rusting?

Silicone wont last. I would recommend sanding/rust converter/primer/top coat. If you seal it, and water is entering up high, you will exacerbate the rot.
If there are panel drains, i would make sure they do
