I tried sending 2 PMs to two different members today but I noticed the PMs just sitting in my outbox, not in my sent folder. Does this mean that they didn't go through to the recipients? (I'm new around here, so maybe I'm missing something?)

I may be wrong, but I think they sit in your outbox until the recipient reads them.

That is correct. It will remain in your outbox until it's been read by the recipient.
