Actually, according to page 120 of the 2016 Ford Escape Owner Manual, it says:
When you switch the ignition on, you can use the socket to power 12 volt appliances with a maximum current rating of 15 amps.
When you first turn the engine off, the 12 Volt plugs are powered as long as the Infotainment System is powered.
